How to choose a VAT consultant in Dubai?
Choose a VAT consultant by checking what they will actually do (registration, VAT 201 returns, voluntary disclosures, audit support), confirming on the Federal Tax Authority's Registered Tax Agents page if they act as your tax agent, and getting the scope in writing. You remain responsible for your own tax returns. [1][2][4]
Key takeaways
- Representing you before the FTA is the role of a "Tax Agent", defined as a person registered with the FTA and appointed to represent another person and help with their obligations. [4]
- The FTA keeps a Register of Tax Agents and publishes a Registered Tax Agents page where entries show a TAAN number. [2][4]
- Appointing an agent does not remove your own responsibility, and every taxable person is responsible for the accuracy of the data in their tax return. [4]
- There are no official figures for consultant fees, so judge quotes by scope, deliverables and exclusions, not by the headline number.
- Have your trade licence, ownership papers, Emirates ID and passport copies and turnover records ready; the exact list depends on the task. [8]
What does a VAT consultant do in Dubai?
A VAT consultant helps a business meet its VAT duties with the FTA: registering, filing returns, correcting errors and handling audits. The FTA pages reviewed do not define "consultant", so the useful test is which of the tasks below the provider will do for you, and who submits them. [4][5][6][7][8]
| Task | What the official source says |
|---|---|
| VAT registration | The FTA service page lists the documents needed and notes that requirements vary by the type of legal entity. [8] |
| VAT 201 return | Filed electronically; the FTA's four-step guide starts from the "VAT 201 - New VAT Return" option and asks for sales and other outputs, and expenses and other inputs. [5][6] |
| Voluntary disclosure | A taxable person who becomes aware that a return was incorrect, so that payable tax was less than it should have been, shall submit a Voluntary Disclosure. [4] |
| Tax audit support | The FTA notifies a person at least ten business days before a tax audit (with listed exceptions), and the person or their Tax Agent must facilitate and assist the tax auditor. [4] |
On timing, businesses usually file within 28 days of the end of the tax period, and the standard period is quarterly below AED 150 million annual turnover and monthly at AED 150 million or more, though the FTA may assign a different period. [5] The FTA's guide says tax due is payable by the 28th day of the month following the end of each tax period. [6] Confirm your own period in EmaraTax.
What is a tax agent, and how do you check one?
A Tax Agent is any person registered with the FTA who is appointed on behalf of another person to represent him before the FTA and assist him with his obligations. [4] The FTA keeps a Register of Tax Agents, and a person may not practise as a Tax Agent without meeting the conditions, being listed and holding a local licence. [4]
To check a provider that says it can represent you:
- Open the FTA's Registered Tax Agents page and search by name. Entries show a TAAN number, the firm name, the city and a summary of previous experience, and you can filter by emirate or city. [2]
- Ask the provider for the individual's TAAN and match the name and TAAN to the listing. [2]
- Note the date: that page shows "Page last updated" as 25 July 2023, so treat the listing as a starting point and confirm directly with the FTA. [2]
- Remember the FTA's own wording: practising as a Tax Agent without completing registration and receiving accreditation from the FTA is a legal offence. [3]
The FTA's Tax Agents page also invites people needing tax advice to "Contact registered Tax Agents". [1] The sources reviewed for this guide do not say that every piece of VAT advice or bookkeeping must come from a registered Tax Agent, so ask the provider which role it will take on your file: preparing figures, or representing you before the FTA.
The FTA lists duties for a Tax Agent, including keeping client information confidential and refusing work that may breach the law. [3]
What do you remain responsible for when you use an agent?
You remain responsible. The Tax Procedures Decree-Law allows a person to appoint a Tax Agent to act in his name and on his behalf for his tax affairs without prejudice to that person's responsibility, and it says every taxable person is responsible for the accuracy of the information and data in the tax return and in correspondence with the FTA. [4]
In practice:
- Keep your own records. The Decree-Law requires any person conducting business to keep accounting records and commercial books and retain tax-related information as the Tax Law requires. [4]
- Know that the agent has duties too: the Tax Agent must keep records for each person it represents, and must provide them to the FTA on request. [4]
- End the arrangement formally if you switch provider. The FTA may not deal with a Tax Agent for a person once that person informs the FTA that the appointment has ended through the mechanism the FTA specifies. [4]
What documents will a VAT consultant ask for?
For a VAT registration, the FTA service page lists documents such as the certificate of incorporation or Memorandum of Association, a valid trade licence, Emirates ID and passport copies of owners and authorised signatories, and a declaration letter on taxable supplies. The list varies by entity type. [8]
- A power of attorney, if the manager is not named in the Memorandum of Association or other signatories are added. [8]
- Supporting documents such as invoices, local purchase orders, contracts and lease agreements, as applicable. [8]
- An optional bank letter with account details; accepted format is PDF, 15 MB maximum per document. [8]
For returns, a VAT return summarises the value of the supplies and purchases made in the tax period and shows the VAT liability, so expect to share sales and purchase records for that period. [5] For a voluntary disclosure, the FTA guide describes starting from the VAT 201 returns tab and using the "Submit Voluntary Disclosure" button on the return concerned, so your consultant will need to know which return is affected. [7]
What drives a consultant's quote, and what should you ask?
There is no official fee schedule for private VAT consultants, so no figure appears in this guide. What changes a quote is the scope of work, so compare providers on written deliverables rather than headline numbers. Ask for the scope, the fee per service and what is excluded before you sign.
These are general questions to ask, not sourced claims:
- Will you act as my registered Tax Agent, and what is your TAAN?
- Which tasks are included: registration, each VAT 201 return, voluntary disclosures, audit support?
- Who reviews the figures, and do I see the return before it is submitted?
- What do you need from me, and by when, to meet the filing date?
- If the FTA raises a query or notifies an audit, who responds, and is that covered in the fee?
- How do you keep my records, and how do I get them back if we part?
- Can I have the scope, fees and exclusions in a written engagement letter?

Frequently asked questions
How do I check if a VAT consultant is a registered tax agent?
Open the Federal Tax Authority's Registered Tax Agents page, which lists agents with a TAAN number and lets you filter by emirate and previous experience. Search for the firm or individual by name. Because that page shows a last-updated date of July 2023, also ask the provider for their TAAN and confirm with the FTA. [2][4]
Does hiring a VAT consultant transfer my VAT liability to them?
No. The Tax Procedures Decree-Law lets a person appoint a Tax Agent to act in his name and on his behalf without prejudice to that person's own responsibility. It also says every taxable person is responsible for the accuracy of the information and data in the tax return and any correspondence with the FTA. [4]
Can anyone call themselves a tax agent in the UAE?
No. The Tax Procedures Decree-Law says a person may not practise as a Tax Agent unless he meets the registration conditions, is listed in the Register and holds a licence from the competent local authority. The FTA page adds that practising without registration and accreditation is a legal offence. [3][4]
What does a VAT consultant file for a company?
Typical services include VAT registration, VAT 201 returns, voluntary disclosures and support during FTA audits. These map to FTA processes: registration through EmaraTax, a return at the end of each tax period, a voluntary disclosure to correct an earlier error, and cooperation during a tax audit. Scope varies by provider, so confirm it in writing. [4][5][6][7][8]
What happens if my consultant stops working for me?
You can end the appointment. The Decree-Law says the FTA may not deal with a Tax Agent for a person once that person informs the FTA that the appointment has ended, using the mechanism the FTA specifies. The agent must still provide records to the FTA on request for a person it represented. [4]
How much do VAT consultants in Dubai charge?
There is no official fee schedule for private consultants, so this guide gives no figures. Quotes depend on the work involved, such as registration, return frequency, volume of transactions, record quality and audit support. Ask each provider for a written scope, a fee for each service, and exclusions before you sign.
